4. The said ballot paper shall be delivered^ to only those electors of the Corporation whose names appear upon the list of voters as beiii:; iiualifjed lo vote upon money by-latvs under subsection 2, of Section 75, of tlie Municipal Clauses Acf

7. This Bi-law may be cited as the "Civic Centre Referendum By-law, 1912."
